What result are we working for?
ENPUD General Assembly Voting.
1. Remove the punishment with substitution supportive therapy medication.
2. The presence of PAS in the urine should not be decisive forrecognizing the state of drug intoxication.
3. We practice drug feminism in ENPUD: in the ENPUD Community, women have equal access to resources and opportunities as men.
4. Resources for the Community managed by the Community.
5. Systematically, monthly program and financial reports on progress in achieving the 4 tasks listed above.
Remove the punishment substitution supportive therapy medication
We cannot execute the Monitoring of the narcological service and health care systems, by the Community’s effort. While they have to restrict our access to the vital medications.
Roadmap for achieving results:
- 2024– Regional work: the text of the document that we are ready to sign between the program participants and the medical institution; the document is supported by national Communities; the contact with the Ministry of Health of each ENPUD country; determine who influences those who must understand and legalize the state's responsibility to ensure our constant access to medicine.
- 2025– Systemic advocacy at the national level; the change terms ofcontracts.
- 2026– We monitor implementation where contract conditions havealready changed; We advocate in countries where the system is steepedin stigma and discrimination and resists recognizing substitution therapyas a vital medication.

The Driving Commission to Examine the State of Intoxication – source of stigma discrimination, discrimination corruption and lost relevance approach.
Roadmap for achieving results:
- 2024 – The way the examination procedure has to be be carried out in orderto maintain safety on the roads and stop blackmailing people for residues ofsubstances in their urine which effects expired 5 days ago; the document is supportedby national Communities; contact with the relevant inter-sectoral parliamentary group of each ENPUD country; determine who influences those who must understand and legalize the state's responsibility to providetesting for the ability to drive a vehicle without relying on surfactants identified in urine;
- 2025 – formation of influential positional support from international scientific and political donor organizations;
- 2026 – selection of country/countries to implement a pilot scientific approach to examination; recording the progress.

We practice drug feminism at ENPUD: Women in the ENPUD Community have equal access to resources and opportunities, as men
Save the Communities’ expert potential = save women and men activists to work together. Conditions: systemic gender, monitoring practices, equality and narcofeminism.
Roadmap for achieving results:
- 2024 – conducting gender monitoring among ENPUD participants. The tool was developed by the ENPUD Feminist Expert Council in 2023;
- 2025 – analyze the results of internal gender monitoring; action plan for narco-feminism practice in ENPUD;
- 2026 – accept changes to regulatory documents; carry out Internal ENPUD Gender Monitoring to assess the progress.

Resources for the Community managed by the Community
Expert Committees of our partners and donors have a right to re-write current budget and tasks, or tasks have already been registered in application form, as well as restrictions in the budget line.
Roadmap for achieving results:
- 2024 – We practice the approach that we want to introduce in donors’rules: legalization by the General Assembly of the ENPUD 5 tactical tasks. The Board, based on the decision of the General Assembly, finalizes the ENPUD working plans and budgets for 2024. We are preparing an appeal to the Global Fund donor countries on what needs to be changed in order for them to fulfill their strategic goal: strengthening the management potential of the Communities.
- 2025 – We are negotiating with the requirement to introduce a rule: The decision of the General Assembly/signature of the Board of the Community on the application confirms the intended use, and no one has the right to change the tasks and budget.
- 2026 – we practice an approach with all donors – a ENPUD communities decisions are final ones.

- 2024 – Organize monthly reports on progress in achieving results and financial activities. Determining the form of the ENPUD annual report;
- 2025 – We continue monthly reports on progress in achieving results and financial activities. Publication of the ENPUD Annual Report. Organization of publicity of the ENPUD Community working progress: identify and begin publications of the Community system report on the online platform (website), including collecting donations for the Emergency Assistance Fund;
- 2026 – We continue to provide monthly reports on progress in achieving results and financial activity.
Responsible for the task: ENPUD Program Coordinator
ENPUD Community Experts can achieve more than the 5 specified results. We're all for it.
At the same time, we will ask for the targeted use of ENPUD Community resources, assessing progress towards achieving 5 tactical objectives.
We instruct the Board to:
1) hire competent people, in accordance with the procedures;
2) review ENPUD workplans and budgets for achieving of the 5 outcomes.
We support public advocacy.
