
The work of the ENPUD consultant in Moldova is focused on strengthening health system resilience and promoting evidence-based drug policy.
Several important processes are currently taking place in Moldova at the same time: a new draft law affecting drug-related legislation is under discussion, the addiction treatment system is undergoing reform, a new National Strategy on Drugs and Addictions is being developed, and the country continues its path toward European integration.
ENPUD supports reforms across the region by promoting solutions based on evidence-based medicine, public health principles, and human rights.
Healthcare reforms are not only about new laws and institutional changes. Above all, they are about the kind of support a person receives at one of the most difficult moments in their life. Any policy reform should ultimately be measured by a simple question: will it make it easier for people to access help when they need it most?
In Moldova, one of the priority areas is supporting the integration of international recommendations on continuity of care and health system resilience into national health strategies and healthcare reforms.
Within this framework, the ENPUD consultant monitors and analyzes developments in legislation, healthcare systems, and public policy related to drugs and addiction.
Particular attention is given to legislative initiatives currently being discussed in Moldova.
The expert assessment conducted has identified several issues that may directly affect people's rights and access to treatment, including the protection of personal data, confidentiality in seeking healthcare services, and the need for new measures to focus primarily on support and treatment rather than increased control and punishment.
As part of this work, proposals and comments were developed to promote more humane and effective approaches to drug use and dependence. Special attention was paid to maintaining access to healthcare services, strengthening opioid agonist treatment (OAT) programs, improving the quality of services for people with substance use disorders, and promoting support-based rather than punitive approaches.
Particular attention is also being paid to the reform of addiction treatment services and to assessing how these changes may affect people seeking help.
Ensuring access to services, protecting patient confidentiality, and promoting modern evidence-based approaches to treatment and care remain key priorities.
Moldova continues to reform both its healthcare system and national drug policy. It is essential that these reforms take into account the needs of people affected by drug dependence and draw on international experience grounded in public health, evidence-based medicine, and human rights.
ENPUD continues to work alongside communities across the region to ensure that the voices of people who use drugs are heard and considered in discussions and decisions that affect their lives, health, and access to services.
