Поддержать, а не наказывать: ENPUD и новые горизонты наркополитики в регионе ВЕЦА
Лозунг «Support. Don’t Punish» («Поддержать, а не наказывать») — это не просто кампания, а глобальный призыв к переосмыслению наркополитики. В странах Восточной Европы и Центральной Азии (ВЕЦА) именно это движение становится катализатором перемен, и один из ключевых игроков в регионе — Евразийская сеть людей, употребляющих наркотики (ENPUD).
Пока существует криминализация людей, употребляющих наркотики, для ENPUD «Поддержать, а не наказывать» — больше, чем лозунг. Репрессивные подходы к людям, употребляющим наркотики, давно доказали свою неэффективность. Наказание, стигма, отсутствие доступа к медицинской помощи — всё это не только не решает проблему, но и усугубляет положение людей. Международная кампания «Support. Don’t Punish» напоминает: человеку нужна поддержка, а не карательные меры. ENPUD, объединившая сообщества из Грузии, Молдовы, Казахстана, Кыргызстана, Латвии, Литвы, Таджикистана и Украины, доказывает это не словами, а делом.
Тактический план ENPUD — для нас возможность перейти от слов к системным изменениям. В 2024 году ENPUD реализует амбициозный Тактический план, который стал результатом коллективного лидерства и прозрачного управления ресурсами. Ключевые решения принимаются Общим Собранием, где голос каждой и каждого имеет значение. Экспертные советы и Исполнительная служба воплощают эти решения в жизнь, а Правление осуществляет мониторинг и контроль за результатами.
Одним из приоритетов ENPUD стало устранение практики «наказания лекарством» — когда доступ к жизненно важной заместительной терапии (ОЗТ) используют как инструмент давления. Пока система может лишить человека терапии за малейшее нарушение, невозможно говорить о реальном мониторинге и защите прав сообществ. ENPUD не только сформулировала и приняла позицию о недопустимости такого подхода, но и добилась поддержки этой позиции на национальном, региональном и международном уровнях.
В Сети Сообщества адвокация работает через встречи, анализ и предложение альтернатив вместо наказания. Работа ENPUD строится на постоянном диалоге: анализируются протоколы и нормативные документы восьми стран, выявляются пункты, где лекарство становится карательным инструментом. После этого Экспертный Совет по Лечению (ЭСПЛ ENPUD) предложил альтернативы, чтобы наказание заменялось поддержкой, а доступ к терапии был гарантирован всегда для каждой и каждого, кто в ней нуждается.
В 2024 году уже четыре страны — Грузия, Молдова, Казахстан, Украина — согласовали с ENPUD меморандумы о внесении изменений в протоколы ОЗТ, а в Украине подготовлен и направлен в Минздрав проект обновленного протокола.
Для нас кампания «Support. Don’t Punish» — это люди. За каждым пунктом Тактического плана стоят конкретные экспертки и эксперты, активистки и активисты, сообщества. ENPUD инвестирует значительные ресурсы в развитие Экспертных Советов, обучение и коммуникацию с международными партнёрами.
Создание Экспертного Феминистского Совета (ЭФС ENPUD) стало ответом на новые вызовы: права женщин, гендерный мониторинг, ресурсы для сообщества.
ENPUD не ограничился только вопросами поддержки ментального здоровья активисток посредством психотерапии. В прошлом году была проведена Гендерная оценка внутри Сети Сообщества. ЭФС практикует и продолжает развивать наркофеминизм, обеспечивая женщинам равный доступ к ресурсам и возможностям вне зависимости от их участия в женских организациях.
Экспертный Совет по Правам и Наркополитике проводит работу по реформе правил освидетельствования водителей: наличие следов ПАВ в моче не должно автоматически лишать человека права на вождение, если в момент проверки нет признаков опьянения.
В условиях сокращения финансирования и сужения пространства для работы гражданского общества ENPUD продолжает добиваться, чтобы доноры и международные партнёры признавали право самого Сообщества определять задачи и распределять ресурсы. Только так можно говорить о настоящем усилении и самостоятельности движения людей, употребляющих наркотики. Только тогда работает принцип: «Ничего для нас без нас».
26 июня 2025 года ENPUD провела онлайн-встречу — пространство для стратегии и поддержки людей, употребляющих наркотики, посвящённую кампании «Support. Don’t Punish». Это площадка для диалога, обмена опытом, обсуждения тактического плана и согласования позиций по ключевым вопросам. Участницы и участники Общего Собрания обсуждали не только успехи, но и новые вызовы: ужесточение законов в странах ВЕЦА, полномасштабное вторжение в Украину, которое усложняет борьбу со стигмой, изменения в протоколах лечения ОЗТ и обеспечение устойчивости активизма на фоне сокращения финансирования. Каждая участница и каждый участник встречи «Support. Don’t Punish» — это голос кампании, тот, кто ежедневно доказывает, что поддержка эффективнее наказания.
Будущее за поддержкой — это значит, что принцип «поддержать, а не наказывать» работает как для женщин, так и для мужчин. Для ENPUD он означает глубокое понимание и уважение к разным жизненным реалиям людей, употребляющих наркотики. Для женщин поддержка — это безопасное пространство, защита от насилия, доступ к медицинской и психологической помощи, право на материнство и самореализацию без страха стигмы. ENPUD активно внедряет гендерный мониторинг и наркофеминизм, чтобы каждая женщина получила равный доступ к ресурсам.

Сестринство как подарок
Я всегда больше общалась с мужчинами. С мужчинами было как-то все понятнее и спокойнее для меня. Договорились – сделали, эмоциональная подоплёка на виду, нет ощущения, что есть двойное дно.
С женщинами всегда всё сложнее. Наверное, потому что я сама женщина и умею считывать мотивы. Если у женщины не разложены ценности, то её эмоциональное состояние будет рулём. И ты, получается, постоянно зависишь от того, как она себя чувствует: не притеснила ли ты её, не наломала ли ей кайф, и не выльется ли на тебя сейчас кара за «измену родине»… Для меня это было утомительно, небезопасно, поэтому я держалась мужчин.
Я не обращала внимание тогда, что сама становлюсь как пацан: и стиль пацанский, и разговор, и поведение… Так всё привычно и обыденно стало, что я даже думать перестала о ценности женской дружбы. Ну, есть пара приятельниц – и всё. А так, женское общество не прельщало, и разговоры были чужды, и «тяги». И всё это уже стало обрастать стереотипами в моей голове, как будто так и должно быть.
Пока я не попала в один прекрасный коллектив под названием Экспертный феминистский совет (ЭФС). Я попала в исцеляющую магию женской мягкости, честности и чувственности. Я хотела просто быть там, находиться, «мариноваться», как огурец в банке, потому что мне там было хорошо. Нет ощущения фальши, нет суеты. Ты говоришь – тебя слышат. Как гладь озера, по которой расходятся круги, если потревожить поверхность. Идёт вибрация. На всё – естественная реакция. Там не получится держать камень за пазухой. Всё обнаруживается. Всё выходит на поверхность, и всё всем видно. Видны мотивы. И они мне понятные. Меня это просто воодушевило.
Дальше – больше. ЭФС тогда работал над тем, чтобы обеспечить психологическую поддержку для женщин совета. И я попала в струю. Впервые у меня был опыт психотерапии. Этот опыт подсветил мне очень много. Была проведена работа с психологиней, и я пошла дальше в жизнь более укреплённой. Даже не так скажу – процесс психотерапии помог мне выйти из внутреннего замешательства и конфликта, обновиться. Я благодарна за эту поддержку безмерно.
Время шло, я всё больше проводила времени на рабочих встречах ЭФС, мне доверили некоторые задачи. Были моменты, когда я «лажала» и не попадала в яблочко. Но, опять же, была удивлена отношением в этом коллективе. На тебя не нападают, не тычут, как котёнка, а разжёвывают, объясняют и верят. Вы знаете, после такого я пересмотрела и своё отношение к людям. Теперь я не могу позволить себе грубо сразу наваливать недовольство, у меня появился щадящий режим. Ведь я знаю, как можно относиться к людям с пониманием и бережностью. И ведь так ко мне в чём-то отнеслись. Хочется передавать эстафету и дальше.
Да, много чего изменилось. Теперь, когда я захожу в больницу или ещё куда-то и вижу женщину на приёме – я радуюсь. Я полюбила женщин, а значит, и себя приняла больше. Мир увидел это и ответил мне той же монетой – и они, женщины, полюбили меня. Теперь они не видят во мне оппонента! Как будто открылись двери. Женского общения в моей жизни стало достаточно. И в нём так хорошо и естественно, когда есть это драгоценное сестринство.
Принятие себя.
Я выдохнула. Ведь с женщиной можно говорить о сокровенном, о своей природе, быть открытой. Вот где настоящая безопасность – когда ты можешь оставаться женственной, когда тебе не надо маскировать свою чувственность. Вследствие такого высвобождения и общение с мужчинами подрехтовалось. Как-то теперь качественнее всё в жизни происходит. Лучше ты чувствуешь себя – и другим с тобой комфортнее.
Я остаюсь здесь ради того, чтобы быть в атмосфере среди этих прекрасных женщин, в этом воодушевляющем коллективе. Но уже пострадала за название среди некоторых обывателей моей местности.
Однажды я случайно поделилась о чём-то рабочем в своём старом мужском коллективе, и прозвучало слово «феминизм». Ох, и начались сразу забросы! И про то, что это извращение, и про глобалистов, и про нарушение устоев, и много чего из жанра аля-триллер. Как выглядит стереотипное восприятие? Это когда, не вникая в суть, тебе с самого старта вешают ярлык, вкладывая в него сугубо своё представление. И смех, и грех. Но меня записали теперь в злое движение феминисток.
Почему многие мужчины так реагируют на слово «феминизм»? До дрожи, до пены у рта… Не все, конечно. У меня есть догадки на этот счёт. И у вас, наверное, тоже. Потому что я встречала великодушных, красивых, свободных мужчин. Их сила и влияние не шатались от степени свободы и уверенности женщины, им, наоборот, жить интереснее, когда вокруг люди более развитые.
Феминизм – это движение, направленное на достижение равных прав для женщин и мужчин. Оно борется с сексизмом и любыми проявлениями гендерной дискриминации, а также противодействует насилию против женщин. Феминистки выступают за гендерное, политическое, экономическое и социальное равноправие.
Вот и всё. Просто это женщины, которые хотят аргументации. Разве это не прекрасно?
Да, феминистки бывают разные, есть радикальный феминизм, я сама некоторых бы опасалась. Но я остаюсь здесь, потому что здесь мне хорошо, и я хочу быть с этими людьми.
Если б люди чурались стереотипов, разбирались со всем бы лично, грамотно и с анализом, эх, какая жизнь бы началась…
«Наркофеминизм и сестринство: как женские организации ищут устойчивость в новых реалиях»
В начале 2025 года многие организации, работающие в сфере прав человека и гендерного равенства, столкнулись с новыми вызовами. Из-за изменений в механизмах международного финансирования и отсутствия переходного периода при смене грантовых программ поддержка гуманитарных проектов начала сокращаться. Эти изменения напрямую сказались на стабильности женских и правозащитных организаций, которые ранее получали значительную помощь от зарубежных фондов.
Экспертный Феминистский Совет ENPUD (ЭФС) быстро отреагировал на новые вызовы. Понимая, что без дополнительных ресурсов продолжать работу будет сложно, участницы ЭФС совместно приняли решение сосредоточиться на развитии фандрайзинга. Эта инициатива стала общей задачей: с начала 2025 года команда активисток работает над созданием системной стратегии для привлечения устойчивой поддержки.
FemAgora стала для нас настоящей точкой старта. Всё началось с конкурса для поддержки женских инициатив, который объявила эта феминистская организация. Несмотря на то что сумма гранта была небольшой и символической, для нашей команды участие в проекте FemAgora стало гораздо больше, чем просто шанс получить деньги. Это был вызов, возможность посмотреть на себя со стороны, понять, где нам не хватает знаний для организационного развития, какие методы работают, а что стоит изменить.
Для ЭФС организационная и содержательная работа по подготовке заявки на конкурс FemAgora была результатом совместных усилий всей команды. Активистки ENPUD вместе структурировали процесс, собирали предложения, синхронизировали действия и вырабатывали общую стратегию. Заявка, подготовленная коллективно, была подана на конкурс, и из 166 поступивших заявок именно проект ЭФС вошёл в число 12 отобранных и поддержанных.
Координаторка, уже знакомая с некоторыми участницами FemAgora, сразу увидела в этом конкурсе и другие плюсы — доступ к полезным контактам и сообществам, которые поддерживают женские проекты. Вовлечённость в этот проект помогла нам укрепить партнёрские связи, расширить горизонты сотрудничества и сделать гендерно-ориентированные планы более устойчивыми для их реализации в будущем.
Мы провели несколько рабочих звонков, участвовали в образовательных сессиях, всё фиксировали в протоколах и применяли через рабочие инструменты. ЭФС чётко определил цель на 2025–2026 годы: создать эффективную стратегию фандрайзинга и составить список доноров, которые готовы поддерживать гендерные инициативы. Это стало первым шагом на пути к новым возможностям и развитию.
Весь процесс участия стал настоящей командной работой: каждая участница имела доступ к рабочим материалам, активно обсуждала идеи и вносила свои предложения. Благодаря этому фандрайзинг перестал быть задачей одного человека и превратился в общую точку роста и развития для всего Совета.
Согласно внутреннему плану, до конца второго квартала 2025 года команда намерена не только завершить разработку, но и утвердить стратегический фандрайзинговый план. Мы научились системно подходить к поиску ресурсов, понимать и применять гибкость в адаптации к меняющимся условиям и продолжать укреплять устойчивость деятельности ENPUD.
Для всего ЭФС участие в конкурсе FemAgora стало важной возможностью выстроить внутреннюю экспертизу, найти своё уникальное преимущество, чтобы ещё больше укрепить прочный фундамент для долгосрочного развития.
Мы уже делились полученными знаниями и проводим открытые рабочие встречи со всеми участницами и участниками ENPUD, где делимся знаниями, инструментами и вместе начинаем работать на достижение целей Тактического плана ENPUD.

Миссия, цели и ценности ЭФС
В марте 2023 года девять женщин-участниц Евразийской Сети людей, употребляющих наркотики (ENPUD) собрались вместе, чтобы сформировать Экспертный Феминистский Совет (ЭФС), призванный содействовать развитию феминистского движения и защиты прав женщин, употребляющих наркотики в регионе.
ЭФС был создан для поддержки женщин, употребляющих психоактивные вещества, повышения нашего потенциала и предоставления нам права голоса в процессах принятия решений.
Одна из основных ценностей Экспертного Феминистского Совета ENPUD состоит в том, чтобы поддержать и продолжить развитие движения наркофеминизм, которое поощряет свободный образ жизни женщин всех возрастов и дает возможности для реализации себя как личности. Создание пространства с возможностью получения поддержки для женщин. Для нас важно иметь равный доступ к ресурсам и принятию решений.
Экспертный Феминистский Совет ENPUD напоминает и сохраняет ценности наркофеминизма:
Мир, в котором каждая женщина свободна и может выбирать свою сексуальную ориентацию и гендерную идентичность, стиль и образ жизни.
Мир, в котором женщины, употребляющие психоактивные вещества, позволяют себе быть собой и получают возможность развиваться и реализовывать свой потенциал.
Объединение женщин-активисток из 4-х стран региона ВЕЦА ЭФС выступает в защиту прав женщин, употребляющих психоактивные вещества. ЭФС ENPUD поддерживает наркополитику, основанную на соблюдении прав человека, принципах гуманности, научных подходах и позитивном отношении к частной жизни каждой женщины в обществе. Для нас важно вносить особенный вклад в создание ответственной наркополитики, доказанной наукой и поддерживаемой сообществами. Мы поддерживаем регуляцию психоактивных веществ и право выбора образа жизни женщинами, что напрямую влияет на качество жизни женщин.
ЭФС ENPUD – это платформа, где каждая женщина не только привносит свои силы и знания, но и черпает ресурс. Каждая женщина имеет уникальную возможность раскрывать свой экспертный потенциал или принимать участие в совершенно новом направлении.
Экспертный Феминистский Совет ENPUD - предусмотрел возможность для включения новых участниц и приветствует самовыдвижение женщин - представительниц ENPUD, а также женщин, употребляющих психоактивные вещества из числа желающих вне Сообщества ENPUD по рекомендации одной из эксперток ЭФС ENPUD.
ЭФС со времени своей организации провел ряд работы:
Разработали методологию для проведения Гендерной Оценки;
Обучили исследовательскую команду для проведения гендерной оценки;
Провели Гендерную Оценку; Гендерная Оценка
По рекомендациям Гендерной Оценки были созданы и приняты общим собранием политики, которые работают в практике;
Разработан механизм по реагированию на сексуальные домогательства;
Разработаны политики по противодействию сексуальным домогательствам.
Согласно положению Ассоциации «Евразийская Сеть Людей, употребляющих наркотики» Положение ENPUD у нас нулевая толерантность ко всем видам насилия в Сообществе, в семье и во внешних отношениях.
Вследствие чего ЭФС проводит ряд работы для создания безопасного простора в сообществе. Для профилактики внутреннего насилия, образовательной практики распознавать мизогинию в повседневности, для укрепления феминистской повестки внутри ENPUD и в целом развития гендерно-чувствительной среды исследовательницами Гендерной Оценки был проведен вебинар на тему Мезогония.
Также был проведен вебинар "Сексуальные домогательства и гендерная дискриминация: создание безопасной среды" с целью повышения осведомленности о сексуальных домогательствах и гендерной дискриминации, включая их формы и последствия. Создание безопасной среды в Сети ENPUD, развитие культуры уважения и равенства, помощь в распознавании дискриминации и понимании прав. С помощью вебинара участниц и участников Сети ENPUD обучали основным аспектам сексуальных домогательств и дискриминации, используя примеры. Также анализировалось Положение ENPUD о недопустимости домогательств, подчеркивалась необходимость механизмов защиты, а также формирование понимания приемлемого поведения на рабочем месте.
Мизогония.
Откровенно о насущном.
Из личных историй. Пару лет назад, общаясь со своим знакомым, я обратила внимание как-то на поведение его матери по отношению к своим детям. К своему сыну, моему знакомому, мать (назовем ее тетя Света) всегда была расположена. Даже, если он что-то совершал неразумное, наглое… даже, если деньги воровал на наркотики, она злилась, кричала, но быстро все прощала, винила всех и вся, а дорогого сыночку снова любила и лелеяла. По отношению же к своей младшей дочери тетя Света была отнюдь не так расположена. Однажды я даже увидела ненависть в глазах у тети Света, когда та рассказывала о тяжелом периоде в жизни дочери, связанным с употреблением наркотиков, и как это все происходило. Я тогда задумалась, почему так-то? Почему к дочери такие жесткие требования и почему за любое несоответствие такое не восприятие, граничащее с желанием наказать? Насколько мне известно, в свое время дочери были поставлены условия, которые если нарушаться, она будет лишена всякой поддержки, заберутся дети, а ее саму упекут в психиатрическую лечебницу. Жизнь дочери восстановилась, благо. Она уехала заграницу, нашла работу, вышла замуж.
Потом как-то была свидетельницей ситуации, где женщина хотела родить именно мальчика, ибо предполагала, что с девочкой она будет конкурировать …
Еще недавно по роду деятельности рассматривалась ситуация, когда женщина пережившая насилие от мужчины - со стороны женщин подвергалась большему осуждению и критике.
Что ж это за явление такое, когда женщина к женщине может испытывать такое предосуждение?
Почему по отношению к мальчику, мужчине некая вседозволенность, а по отношению к женщине ряд ограничений? Как будто с нее спросу больше. Как будто прав на ошибку вообще нет.
Так вот, явление это достаточно распространенное и называется
Мизогиния – это ненависть или предубеждение по отношению к женщинам, которое выражается в дискриминации, обесценивании, насилии и других формах социального угнетения. Термин происходит от греческих слов "misos" (ненависть) и "gyne" (женщина). В современном контексте мизогиния включает в себя множество негативных установок и практик, направленных на женщин, и может проявляться в самых разных аспектах жизни – от языка и медиа до политики и права.
Мизогония по сути это дискриминация.
Эта дискриминация укореняется с раннего детства, когда девочкам внушают, какие роли считаются "правильными" для женщин. Если девочку в детстве не долюбили, не взращивали ценность ее женственности, если отец не делал огранку ее достоинству, скорее всего, в девочке укоренились ущербность, покинутость, отрицание своей природы. И когда при взрослении она сталкивается с явным проявлением женственности со стороны других женщин - все ее нутро начинает сопротивляться. Не зря ж говорится, что нас злит и раздражает в другом то, что мы не позволяем себе раскрыть.
Массовая культура также поддерживает стереотипы, приписывая женщинам определенные черты. Такая система убеждений повторяется снова и снова, создавая неблагоприятные и порой опасные условия для девочек и женщин.
Экспертный феминистический совет ЕСЛУН старается просвещать в этих вопросах, дабы своей деятельностью влиять на законы, реформы в образовании и усиливать правозащитные инициативы.
Продолжим разговор о мизогонии, есть явная и скрытая формы мизогонии.
Явная мизогония это агрессивное и открытое проявление ненависти или презрения к женщинам. Она легко распознается, так как сопровождается прямыми оскорблениями, унижением, физическим или психологическим насилием. Примеры явной мизогинии можно увидеть в сексистских высказываниях, публичных шутках о женщинах, домогательствах на рабочем месте, а также в случаях насилия, которые часто оправдываются культурными или религиозными нормами. (К слову, сексизм означает дискриминацию по половому или половому признаку или убеждение в том, что, поскольку мужчины превосходят женщин, дискриминация оправдана.)
Скрытая мизогония не так очевидна, но ее влияние не менее разрушительно. Она проявляется в виде "заботы" или покровительства, которые на самом деле лишают женщин свободы и права на самостоятельные решения. Часто такие формы мизогинии маскируются под стереотипы, которые люди могут даже не замечать. Например, убеждение, что женщины "не созданы для лидерства" или "слишком эмоциональны" для принятия важных решений, ограничивает их возможности и оправдывает дискриминацию.
Слышали такие фразочки, типа: «ну это ж женщины, сами понимаете, какие там сплетни разведутся…» или «женщина легкомысленна, думать – не ее, ей надо помочь, чтоб ее не шатало – ограничивать, спрятать внешность, чтоб она ее преимуществами не пользовалась и многое другое!»?
Что женщина спасется через смирение перед мужчиной, через послушание, рождение детей и тд и тп…Слышали? Это все мизогония. Пример еще один приведу. Недавно был международный день за права женщин 8 Марта и я выложила у себя в соцсети картинку, женщина букетом цветов лупит защищающегося руками мужчину (кстати, это работа какого-то художника, но сейчас не об этом). Мне эта картинка казалось смешной, под нее много смешных надписей могло подойти, мемов, типа, она хотела собаку, а не цветы, ну хохма, улыбка. Но на мою страницу повадился один пожилой мужчина. И каждый раз он оставлял коментарии, то женщины в чем-то постоянно виноваты, то на какую-то глубину поста позволял себе обесценивание, мол, бред. И в этот раз он отличился тоже. Написал на эту милую смешную картинку, что это психованная истеричка, что будущее у нее плачевное…. И я так задумалась, это получается, женщина не имеет права на честные эмоции? Женщина должна предстоять исключительно в положительном образце? Какое невежество умалять знания о разнообразии черт характера личности. Человека несущего постоянно негативные суждения в сторону женщин я избавила от триггера видеть постоянно мою страницу как раздражитель техническим способом. Но этот пример помог увидеть, насколько шаблонное стереотипное мышление может искажать понимание сути вещей. Это все тоже про мезогонию.
Давайте подведем причины возникновения мизогинии.

Мизогиния у мужчин проявляется по-разному и часто бывает завуалирована под маской любви, юмора или традиционных ценностей. Понимание этих проявлений важно, чтобы распознавать и противостоять им.
- Самые очевидные формы — это явные высказывания и действия, направленные наунижение женщин. Мужчины могут выражать открытое презрение, считая женщин менееспособными в работе, учебе или других областях. Например, они могут утверждать, чтоженщинам не место в науке или бизнесе, что они эмоциональны и не способны приниматьважные решения, за руль и вовсе их пускать не стоит. Это проявляется в отказе учитыватьмнение женщин, в пренебрежении их способностями и в ограничении их возможностей.
- Другая форма — когда мужчина берет на себя роль «защитника», лишая женщину правана самостоятельность. Это может проявляться в том, что мужчина принимает все важныерешения за женщину, мотивируя это тем, что он «лучше знает». Такая забота частосопровождается ограничением свободы женщины, ее права на выбор и голос. Ежедневные шутки и комментарии, которые кажутся безобидными, на самом деле могутглубоко ранить. Фразы вроде «женщина за рулем хуже обезьяны с гранатой» или«настоящая женщина должна сидеть дома» подкрепляют представление о том, чтоженщины не равны мужчинам. Такие шутки, даже если они кажутся безвредными,укрепляют убеждение в неполноценности женщин.
- Мужчины игнорируют или недооценивают достижения и усилия женщин. Это можетпроявляться в рабочей среде, когда вклад женщины в команду игнорируется, или вобычной жизни, когда успехи женщин приписывают удаче или внешним обстоятельствам,а не их собственным способностям.
- В крайних случаях мизогиния у мужчин может приводить к оправданию насилия противженщин. Мужчины в таких случаях считают насилие приемлемым способом поддержания власти и контроля. Они могут оправдывать свои действия тем, что женщины «сами этого заслужили» или что это «воспитательные меры».
Внутренняя мизогиния — это скрытое, зачастую неосознаваемое негативное отношение женщин к себе и другим женщинам. Она проявляется в стремлении соответствовать мужским стандартам, в обесценивании женских достижений и в критике других женщин за их выборы или поведение. Например, женщина может считать, что успех возможен только через отказ от традиционно женских качеств и интересов, или что женщинам не место в руководящих позициях
- Эта внутренняя борьба может проявляться в пренебрежении к «женственности» иличрезмерном стремлении к «мужскому» стилю жизни, как будто женские качества сами посебе менее ценны. В итоге, такие женщины могут избегать общения с другимиженщинами, предпочитая мужское общество, или постоянно критиковать тех, ктовыбирает традиционные женские роли.
- На рабочем месте женская мизогиния может проявляться в жесткой конкуренции междуженщинами. Вместо поддержки и солидарности, женщины могут видеть в своихколежанках соперниц, что нередко приводит к токсичной атмосфере. Например,женщина-руководитель может препятствовать карьерному росту другой женщины, считая,что в команде достаточно одного «успешного» представителя женского пола.
- В личных отношениях внутренняя мизогиния может проявляться в том, что женщиныначинают оправдывать или смиряться с агрессивным или унизительным поведениеммужчин. Они могут считать, что такое отношение — это норма, что они не заслуживаютлучшего или что в этом есть их вина. Также это может проявляться в критике другихженщин за выборы, связанные с их внешностью, семьей или карьерой.
Внутренняя мизогиния разрушает женскую солидарность и мешает женщинам поддерживать друг друга в достижении личных и профессиональных целей. Осознание этого явления — первый шаг к его преодолению и к созданию более здоровой и поддерживающей среды как на работе, так и в личной жизни.
Это такое наслаждение быть женщине в среде сестринства. Это атмосфера чуткости, внимания и уважения. Это нежность, взаимовыручка, поддержка. Понятно, что женщины бывают разные, как и все люди. Но ежели вы сходитесь по ценностям, то что может дать женщина женщине- это исцеляющее душу масло.
Последствия мизогинии
Когда негативное отношение к женщинам укореняется в обществе, его последствия становятся ощутимыми на многих уровнях, начиная с психического здоровья и заканчивая разрушением социальных связей.
Постоянное игнорирование, дискриминация и унижение могут сильно подорвать психическое здоровье. Женщины, которые сталкиваются с такими установками, часто испытывают тревожность, депрессию и чувство низкой самооценки. Эти переживания могут превратиться в хроническое состояние, приводя к серьезным психическим заболеваниям. Такие женщины в два раза чаще страдают от депрессии. Этот постоянный стресс также может привести к проблемам с самоопределением и личной идентичностью.
Негативное отношение к женщинам ведет к тому, что их роль в обществе часто оказывается недооцененной. Это проявляется в меньших возможностях для карьерного роста, низких заработных платах и ограниченном доступе к руководящим позициям. Такие ограничения поддерживают порочный круг, в котором женщинам труднее доказать свою компетентность и потенциал, что только укрепляет предубеждения. Это, в свою очередь, тормозит общественное развитие, так как таланты и способности женщин не находят полного применения.
В семьях, где царят подобные взгляды, женщины часто чувствуют себя “пустым местом” без права на голос. Это приводит к напряженности, недоверию и эмоциональной дистанции между партнерами. Отношения становятся неравноправными, что часто приводит к конфликтам и даже насилию. Кроме того, такие отношения трудно поддерживать в здоровом состоянии, так как в них отсутствуют взаимное уважение и поддержка, что является основой для гармоничных семейных связей.
Если вы сталкиваетесь с мизогинией, вот 10 советов, которые помогут вам защитить себя и избежать такого отношения:

IT'S NOT ABOUT URINE!
The root of the problem: the current approach to certification is based largely on the presence/absence of drug metabolites in urine samples. In examinations, tests for 10-15 types of psychoactive substances are used; in fact, there are many more types and forms of psychoactive substances.
We know many examples where people were definitely not in a position to drive adequately, but the test systems wouldn’t detect new psychoactive substances (usually synthetic stimulants) because they have not kept up with the “abundance” of new types and forms of synthetic substances.
Negative consequences of an approach to track drug metabolites in urine:
- encourages people to use riskier substances that are not detected by urine drug tests to examine drivers; and creates “gaps” in the traffic control, regulation and safety system
- the presence of drugs in urine is used by dishonest law enforcement officials to blackmail; extort bribes; and pressure human rights defenders in the community of people who use drugs.

ENPUD's February 2024 General Community Meeting decided to change the approach to examining drivers who use psychoactive substances, including medical drugs, for their ability to drive safely for themselves and for others.
The experts of the ENPUD Drug Policy Council initiated the process of development and subsequent implementation of ENPUD SafeDrive Mob App - as an alternative way of testing the drivers' state of driving.
Why ENPUD SafeDrive mob app?
The ENPUD SafeDrive mobile application is designed to assess the cognitive and physical ability to drive at any given moment of time. The program will allow the user to perform a self-test and receive a recommendation as to whether he/she can drive safely at the moment or whether she/he should avoid driving.
We propose to focus on determining the driver's reaction speed to emerging hazards and the correctness of the driver's assessment of the surrounding environment.
ENPUD SafeDrive Mob App will allow for more effective and fair regulation of road safety from various perspectives, including assessment not of the fact of drivers' use of medical drugs and psychoactive substances, but of their impact on reaction and attention at a given moment in time.
Who is ENPUD SafeDrive Mob App for?
for people who use psychoactive substances, including prescribed medications, ENPUD SafeDrive Mob App is a self-testing tool before driving;
for our governments: to use the ENPUD SafeDrive Mob App as an alternative to urine testing as a driver assessment tool.
Goals and objectives of the development:
- Provide female and male users with the ability to objectively and quickly assess their driving ability at a given time.
- Implement a recommendation mechanism based on test results indicating whether the user can drive safely or should refrain from driving.
- Develop game-based learning elements to improve users' cognitive and physical performance, increasing their awareness and readiness to drive safely.
ENPUD Community Values in Practice:
The creation of a new online program for self-testing/testing of drivers who use psychoactive substances, including medical drugs, should consider all aspects, including testing accuracy, ethical standards, confidentiality, training capabilities, and affordability.
A reliability tool to help us not only objectively assess our readiness to perform complex tasks such as driving, but also to improve our cognitive and motor functions, thereby improving our safety and quality of life.
In negotiations with investors, we emphasize that the ENPUD SafeDrive Mobile App program should be available to a wide audience, regardless of financial status, which will ensure its high social value and utility.
What has been done?
- Based on an analysis of existing international practices (5 internationally recognized studies were reviewed; study materials are in the appendix to this report) of online self-testing programs that are most appropriate in terms of similarity for people who use psychoactive substances, including medical drugs, a desk review was conducted with recommendations on the possibility of adapting or creating and evaluating a new online program - a person's ability to drive a vehicle at a given time.
- A description of the expected self-testing program is made, where the creation of a new online program for self-testing of people who use psychoactive substances, including medical drugs, seems to be the most feasible solution, and the main goal is to provide users with a tool for objective assessment of cognitive and motor abilities at a given time, which will help to make informed decisions about readiness to perform tasks requiring high concentration and coordination, such as driving a car.
- A detailed draft Terms of Reference for the development of a SafeDrive mobile application was created and described, taking into account the timeline, necessary technical requirements for security, performance and other technical features, and the goals and objectives - to develop such an application.
For example, in the United States and in many other industrialized countries around the world, driving is an integral part of daily life and correlates with independence and access to employment and social activities, which is an important step in the treatment of people who use psychoactive substances and our socialization into society.
It is known that driving a motor vehicle requires concentration, skill and the ability to assess the situation in order to ensure the safety of one's actions.
The important point here is the drivers' reaction speed to the emerging danger and the correct assessment of the surrounding situation. However, unlike the issue of driving under the influence of alcohol, the authorities of the countries have not yet developed effective control measures for the use of psychoactive substances (psychoactive substances) while driving, both at the legislative level and in practice, unlike for alcohol users, which, in our opinion, is completely unfair and discriminatory to people who use psychoactive substances and medical drugs.
Today it is very difficult, and in road conditions practically impossible, to establish the fact of the driver's use of a psychoactive substance or any of the drugs, as up to now the full list of chemical substances that can affect the driver and how exactly they affect the driver has not been defined.
Considering that the individual human response to psychoactive substances/medical drugs can be due to several factors, including: the body's addiction to psychoactive substances/medical drugs; genetic predisposition; the type and/or mixture of different psychoactive substances with alcohol, etc.
We note that the existing classifications of the effects of psychoactive substances on driving ability are not exhaustive. Testing for a psychoactive substance in the body appears to be difficult, except for alcohol. Some psychoactive substances can be detected with an indicator tube. Blood or urine tests provide more detailed information, but implementing this in a roadside setting is difficult.
A way out of this situation could be the work of - Southern California Research Institute (SCRI)- A research organization that conducted the first two studies that resulted in the creation of the Standardized Field Sobriety Test (SFST).
These measures are necessary for us for several reasons, so people using of psychoactive substances including cannabis can be in most cases quite skillfully and adequately able to drive a car at the moment, but the examination procedure carried out in most countries (in parallel with our analysis) used at the moment in our region (rapid tests, usually by urine, determine up to 28 days), will show that the person has metabolites of cannabis in the urine and in most cases the laboratory specialists write a conclusion – drug intoxication, which is tantamount to a driver's license revocation. At the moment though, the driver's reaction speed and attention span are within normal limits. This unfair approach also applies to other types of psychoactive substances, to which the test systems may react for 5-8-12 days, which may also confirm the fact of use, but is not a reason to conclude that the vehicle cannot be driven.
Second, we see the region successfully implementing and expanding opioid substitution maintenance treatment (OST) programs and participants' problems with driving are echoed throughout the region impacting daily life, gaining independence, accessing employment and community activities. While most countries with progressive policies, with the right dosage of opioid substitution maintenance medication see no reason to prohibit driving.
Possible application limitations of ENPUD SafeDrive Mob App:
Presence of psychoactive substances in road traffic accident tests: mandatory blood tests for drivers admitted to hospital after a road traffic accident that results in injuries (regardless of fault); and is usually a contributing aggravating factor.
In this situation, an alternative or substitute system aimed at testing a driver's balance, coordination or ability to distribute his/her attention between tasks is not yet feasible due to the possibility of shock when involved in an accident in whatever role he/she is in.
It is also difficult to predict how psycho vestibular testing will fare at this time, as people who use of psychoactive substances, due to years of repressive drug policies, experience anxiety when encountering police officers, which can skew test results.
What's to come?
• Community mobilization through ENPUD's Position on the need to change the focus of testing from urine composition to a person's ability to drive.
• Building an evidence base by expanding partnerships to change the approach to assessing the driving ability of people who use psychoactive substances.
• Searching for and establishing contacts with relevant cross-sectoral groups (Parliament, Presidential Office, Government, etc.) of each ENPUD country and at the international level.
• Engaging trusted partners to invest in the development, testing and creation of a tool, the ENPUD SafeDrive Mob App.

Корень проблемы: текущий подход в освидетельствовании в большей степени основан на наличии\отсутствии метаболитов ПАВ в анализах мочи. При освидетельствовании используются тесты на 5–15 видов психоактивных веществ; по факту видов и форм ПАВ значительно больше.

- наличия ПАВ в моче используется недобросовестными предстателями/представительницам (либо представите_льниц) и силовых структур для шантажа; вымогательства взяток; давления на правозащитников/правозашитниц (либо правозащит_ниц) Сообщества Людей, употребляющих ПАВ.

Общим Собранием Сообщества ENPUD в феврале 2024 года было принято решение поменять подход к освидетельствованию водителей/водительниц (водите_льниц), употребляющих ПАВ, включая медицинские препараты, на способность безопасно для себя и других управлять транспортным средством.
Эксперты Совета ENPUD по Наркополитике инициировали процесс разработки и последующего внедрения ENPUD Mob App SafeDrive - как альтернативного способа тестирования\определения состояния водителей/водительниц на возможность управления транспортным средством.
Зачем ENPUD SafeDrive mob app?
Мобильное приложение ENPUD SafeDrive предназначено для оценки когнитивных и физических способностей к управлению транспортным средством в данный момент времени. Программа позволит пользователю/пользовательнице провести самотестирование и получить рекомендацию о том, может ли он/она безопасно управлять автомобилем в текущий момент или ей/ему следует воздержаться от вождения.
Мы предлагаем сфокусироваться на определении скорость реакции и координации водителя/водительнице (водите_льнице) на возникающие опасности и правильность оценки окружающей обстановки.
ENPUD Mob App SafeDrive позволит более эффективно и справедливо регулировать с различных позиций проблему безопасности дорожного движения, включая оценку не самого факта употребления водителями/водительницами медицинских препаратов и психоактивных веществ, а их влияния на реакцию и внимание на данный момент времени.

1.Создание новой онлайн программы для самотестирования/тестирования водителей/водительниц, употребляющих ПАВ, включая медицинские препараты. Программа должна учитывать все аспекты, включая точность тестирования, этические стандарты, конфиденциальность, возможности обучения и финансовую доступность.
2.Надёжность инструмента, который поможет нам не только объективно оценивать свою готовность к выполнению сложных задач, таких как вождение, но и улучшать свои когнитивные и моторные функции, повышая тем самым безопасность на дорогах и качество своей жизни.
3.В переговорах с инвесторами мы акцентируем внимание, что программа Мобильное приложение ENPUD SafeDrive должна быть доступна широкой аудитории, независимо от финансового положения, что обеспечит её высокую социальную ценность и полезность.
Что сделано?
- На основании анализа существующих международных практик (изучено 5 международно признанных исследований; данные исследований в приложении к данному отчёту) онлайн программ по самотестированию, наиболее подходящих по схожести для людей, употребляющих ПАВ, в том числе медицинские препараты; выполнен кабинетный анализ с рекомендациями по возможности адаптации или создания и оценки новой онлайн программы -- способности человека в данный момент времени управлять транспортным средством.
- Составлено описание ожидаемой программы самотестирования, где создание новой онлайн программы для самотестирования людей, употребляющих ПАВ, включая медицинские препараты, представляется наиболее целесообразным решением, а основной целью является - предоставить пользователям/пользовательницам инструмент для объективной оценки когнитивных и моторных способностей в данный момент времени, что поможет принимать осознанные решения о готовности к выполнению задач, требующих высокой концентрации и координации, как вождение автомобиля.
- Создан и описан подробный проект Технического задания на разработку мобильного приложения SafeDrive с учетом сроков, необходимых технических требований к безопасности, производительности и других технических характеристик, а также целей и задач – разработки такого приложения.
Так в Соединенных Штатах и многих других промышленно развитых странах мира вождение автомобиля является неотъемлемой частью повседневной жизни и коррелирует с независимостью и доступом к трудоустройству и общественной деятельности, что является важным этапом по отношению к людям употребляющим психоактивные вещества и нашей социализации в обществе.
Известно, что управление транспортным средством (ТС) требует концентрации, умения и способности оценить обстановку для того, чтобы обеспечить безопасность своих действий.
Важным моментом здесь является скорость реакции водителей/водительниц на возникающую опасности и правильная оценка окружающей обстановки. Однако, в отличие от вопроса управления транспортными средствами в состоянии алкогольного опьянения, властями стран еще не выработаны эффективные меры контроля для употребляющих наркотики, психоактивные вещества (ПАВ) при управлении автомобилем, как на законодательном уровне, так и на практике, в отличие от употребляющих алкоголь, что, по нашему мнению, является совершенно не справедливым и дискриминационным явлением по отношению к людям, использующим психоактивные вещества и медицинские препараты.
На сегодняшний день очень сложно, а в условиях дороги практически не возможно, установить факт употребления водителем/водительницей психоактивного вещества или какого-либо из лекарственных препаратов, так как до настоящего времени не определен полный перечень химических веществ, которые могут и как именно оказывают негативное воздействие на водителя/водительницу.
Учитывая, что индивидуальная человеческая реакция на воздействие ПАВ/медицинских лекарств может быть обусловлена несколькими факторами, в том числе: привычкой организма к ПАВ/медицинским препаратам; генетической предрасположенностью; типом и/или смесью различных ПАВ с алкоголем и т. д.
Фиксируем, что имеющиеся классификации эффектов психоактивных веществ, сказывающихся на способности управления транспортным средством, не являются исчерпывающими. Тестирование на содержание в организме психоактивного вещества представляется трудным, кроме алкоголя. Некоторые психоактивные вещества могут быть выявлены с помощью индикаторной трубки. Выходом из сложившейся ситуации могли бы стать наработки - Научно-исследовательского института Южной Калифорнии (SCRI)– Исследовательская организация, которая провела первые два исследования, в результате которых был создан стандартизированный комплекс полевых тестов на трезвость (SFST)
Создание онлайн программы для самотестированияENPUD SafeDrive Mob App, необходимы для нас по нескольким причинам, так люди употребляющие ПАВ в том числе и каннабис могут быть в большинстве случаев достаточно умело и адекватно способными управлять автомобилем в настоящее время, но процедура освидетельствования проводимая по большинству стран (параллельно проводимый нами анализ) используемых на данное время в нашем регионе (экспресс тесты, как правило по моче, определяют до 28 дней) , покажет что человек имеет метаболиты каннабиса в моче и в большинстве случаев специалисты лаборатории пишут заключение – наркотическое опьянение, что равносильно лишению водительских прав. Хотя в настоящий момент скорость реакции и внимание у водителя/водительницы в пределах нормы. Такой несправедливый подход касается и других видов ПАВ, на которые тест системы могут реагировать на 5–8–12 дней, что также может являться подтверждением факта употребления, но не является основанием ставить заключение о невозможности управлять ТС.
Второе, мы видим как регион успешно внедряет и расширяет программы заместительной поддерживающей терапии опиатами (ОЗТ) и проблемы участников/участниц с вождением автомобиля звучат в каждой стране региона влияя на повседневную жизнь, получения независимости, доступа к трудоустройству и общественной деятельности. Хотя большинство стран с прогрессивной политикой, при правильно подобранной дозировкой препарата заместительной поддерживающей терапии опиатами (– не видят причин для запрещения управления ТС.
Возможные ограничения применения ENPUD SafeDrive Mob App:
Наличие ПАВ в анализах в случае дорожно-транспортного происшествия: обязательные анализы крови, которые делают водителям/водительницам, поступившему в больницу после дорожно-транспортного происшествия, в результате которого человек получил/получила травмы (независимо от вины); и как правило являющейся еще и отягчающим обстоятельством.
В данной ситуации пока не видится возможным применение альтернативной или заменяющей системы, направленной на проверку баланса, координации или способности водителя распределять свое внимание между задачами, по причине возможности шокового состояния при участии в ДТП в какой бы роли он ни находился.
Также трудно на сейчас спрогнозировать, как будут проходить тест на психо вестибулярные состояния, так как люди, употребляющие ПАВ, из-за многолетней репрессивной наркополитики испытывают тревогу при встречах с сотрудниками/сотрудницами полиции, что может искажать результаты тестирования.
Что предстоит?
- Мобилизация Сообщества путём Позиции ENPUD о необходимости изменить фокус освидетельствования с состава мочи на способность человека управлять транспортным средством.
- Формирование научно обоснованной базы путём расширения партнёрства для изменения подхода освидетельствованию, способности вождения транспорта для людей, употребляющих ПАВ.
- Поиск и формирование контактов с профильными меж секторальными группами (парламент, аппарат президента, правительство и т. д.) каждой страны ENPUD и наи международном уровне.
- Привлечение надёжных партнёров для инвестиций в разработку, тестирование и создания инструмента, приложения ENPUD SafeDrive Mob App.

Regulations of the Association “Eurasian Network of People Who Use Drugs”
Association «Eurasian Network of People who Use Drugs» ENPUD
Adopted by the ENPUD General Meeting dated 15th of October 2024.
Since the adoption of the ENPUD/ENPUD Community Regulations by the General Meeting, as confirmed by the minutes of the ENPUD Management Board.
This ENPUD Regulation replaces the ENPUD Membership Regulation adopted by the ENPUD Coordination Council in 2019 and is the basis for the formation of the Statutes and regulatory documents for the registration of the ENPUD/ENPUD Community in the Republic of Lithuania.
ENPUD Motivation
- restore the rights and freedoms of ourselves and people who use psychoactive substances.
ENPUD Mission
We create conditions to prevent more people from becoming addicted, and to preserve life, freedom, health, mental and social well-being of those who are ill.
Approach: Nothing for us without us- the practice of personal meaningful participation in the adoption and implementation of humane drug policies in our countries is reinforced by the practice of skills for meaningful participation in the development of the ENPUD Community.
We - Collectively develop the regulations necessary for the work and vote by the General Meeting of the ENPUD Community; commit to participate in the development, voting and execution of the ENPUD Charter, the decisions of the General Meeting of the Community, and to follow the Regulations, Policies and other governing documents of the ENPUD Community.
We recognize a personal responsibility to enhance competencies in the practice of democracy, transparency and accountability in the Community.
Context:
In 2010, during a regional meeting, activists from people who use psychoactive substances began to unite into a Community to influence decision-making; implementation and monitoring of programs to reduce the risks and increase the benefits of substance use.
ENPUD COVID19 Open Letter
In 2020, we registered as a non-governmental organization of People Who Use Drugs, which aimed to respond to the effects of repressive drug policies by saving people from HIV, hepatitis, prison and overdose deaths.
Having analyzed 14 years of performance results we realized that:
- repression by states against us has persisted and/or intensified;
- stigma and discrimination against us take legal forms in the form of regulations;
- programs to reduce the possible risks and increase the benefits of substance use have been reduced to HIV prevention;
- life-saving drugs - methadone, buprenorphine - are continued to be used as a punishment for reporting problems in drug treatment services in the process of monitoring the availability and quality of services by the Community;
- we record the insufficient level of transparency and accountability of specialized NGOs to the Communities, for the protection of whose rights they work.
Long years of dealing with the effects of the stigma of criminalization of repressive drug policies has allowed us to survive.
Time to influence and eradicate the causes of problems.
Removing the legal stigma from regulations that ensure unconditional access to life-saving medicines will allow us to increase monitoring by the Community because people will no longer be afraid to speak up. 
Decriminalization and community-run social clubs for substance abusers will enable us to achieve our mission: there will be fewer addicts; those who are ill will be able to maintain their freedom, life, health, social and material well-being.

How we survived in 2022
Position of the ENPUD General Assembly in connection with the large-scale attack of rf in Ukraine:
Decision of the General Assembly of the Eurasian Network of People who Use Drugs ENPUD (16 September - 6 October 2023)
➢rf is removed from the ENPUD list of countries as a terrorist country.
➢people on the territory of rf, as a terrorist country, do NOT have the opportunity to become valid or supporting members of ENPUD.
➢exclude the possibility of transferring ENPUD resources in the form of grants or humanitarian aid to the territory of rf as a terrorist country.
We realize that money from the illegal trafficking of psychoactive substances becomes the missiles and bombs operated by totalitarian terrorist regimes.
By redirecting resources from the sale of psychoactive substances to creation, we help Ukraine and all countries that have to defend themselves against terrorists.
We understand that one opportunity to mitigate the flow of monetary support for terrorist crimes is to decriminalize the use of substances, with investments in the realization of rights and the economies of our countries.
We have made a conscious decision to speak publicly about the goals and actions of the ENPUD Community, our own experiences with substance use, and our own experiences with medical professionals, police, and other government and community representatives regarding substance use.
Restoration of rights means:
✓the right to responsible use, possession, cultivation/synthesis. We are in favor of Social Clubs by type of substance appreciators. Access from the age of 21. Expert counseling prior to psychoactive substance use. No victims, no police attention.
✓To fulfill the objective: cheaper and higher quality substances, we need to bring back the conditions when we ourselves were responsible for the complete process from manufacture to safe use of psychoactive substances.
✓Informing, Monitoring the Quality of Substances and Community Managed Services.
✓Taxes from the legal sale of psychoactive substances develop the economy, particularly in quality control, compliance programs, and reducing the risks of addiction.
Decriminalization is a practice of professional governments that helps keep People alive and healthy; the practice is documented by the Global Commission on Drug Policy.
The ENPUD Community brings together People who:
✓have personal experience of surviving repressive drug policies related to the use of psychoactive substances;
✓have knowledge and experience in advocating for their rights and developing harm reduction programs in their cities;
✓have knowledge and experience of effective advocacy at the national level;
✓personal position, values and principles coincide with the ENPUD Community, spelled out in this document ENPUD Community Regulations.
✓are motivated to invest maximally and effectively in the processes of restoring the rights of people who use psychoactive substances - to achieve the strategic goals and tactical outcomes of the ENPUD Community.
✓are ready to improve their competencies in managing resources and influencing decision-making 
both in the ENPUD Community and in their country and region in
terms of implementing humane drug policies.
✓Values, not short-term profit/benefit. The ENPUD Community is formed by people with strong values, which we are able to talk about and put into practice.
✓ENPUD Community members trust each other completely. We are close people to each other. This shapes the way we live our lives.
Principles of risk mitigation in the practice of Institutional Development at ENPUD.
The Base:
The principle of harm reduction states that the actions of individuals should be restricted only to prevent harm to others.
Principle 1: We acknowledge that psychoactive substance use is part of our world and we choose to work to increase the benefits and minimize the possible negative consequences, rather than simply ignore or condemn.
Practicing Principle 1 in the ENPUD Community:
We accept ourselves and our way of life.
We always present ourselves as People Who Use Psychoactive Substances.
Our publicity is aimed at dispelling stigma and stereotypes about people who use psychoactive substances.
We do not confuse care with treatment. Care is to timely inform and help with what is needed at the time of the request.
We have a safe place to voice your disagreement. It is safe and environmentally friendly to express an opinion that is different from the majority opinion. We discuss, not judge.
We are able to do our work in the process of psychoactive substance use in a quality and timely manner. Here are people with experience of responsible substance use.
In the ENPUD Community, when organizing events, it is mandatory to ensure safety, access to the medicine and risk reduction conditions for participants and attendees.
Principle 2: We understand psychoactive substance use as a complex, multifaceted phenomenon, embracing a continuum of behaviors ranging from heavy use to abstinence, and recognize that some psychoactive substances are clearly safer than others.
Practicing Principle 2 in the ENPUD Community:
We practice harm reduction ourselves and promote as a culture of use among people who use psychoactive substances.
We are honest with each other and when we see manifestations of incipient negative consequences of psychoactive substance use (physical or mental), we try to give timely peer-to-peer feedback; define a plan of action to bring balance back into life; support morally, professionally, with contacts and opportunities.
We invest resources in health insurance coverage for the health and life of ENPUD members.
We stay connected and ensure that we can return to active duty.
Principle 3: A key indicator of successful harm reduction interventions and policies is an improvement in the quality of personal life and social well-being, without necessarily stopping psychoactive substance use.
Practicing Principle 3 in the ENPUD Community:
Our lives and freedom depend on the available and timely life-saving medication that an opioid substitution treatment program provides.
In order to increase public well-being, the burden of finding money to buy psychoactive substances on a daily basis must be relieved. Doctor's counseling and medications for substitution maintenance therapy should be paid for from the resources of the public budget; which we also refill with taxes.
The quality of our lives depends on safe access to quality, clean psychoactive substances; services that need to be implemented under Community-led management.
Community support, participation in international conferences, and internships help people experience life without stigma and criminalization. The seeds of freedom fall into the fertile soil of support in the Community, so that the impressions of humane drug policies are transformed into changes by the Community's forces in our countries.
We find opportunities and resources to enhance competencies and skills; transfer knowledge and experience to each other to optimize the path to results.
We provide participation in decision-making processes in the ENPUD Community: systemic opportunities to increase our knowledge and access to resources.
Resources in the ENPUD Community are invested in enhancing skills, competencies, mobilization and impactful advocacy by participants of the General Assembly.
ENPUD Community invests resources to set up shelters, purchase equipment for social enterprises so that Community-run organizations have opportunities to earn money for basic needs.
Principle 4: We call for non-judgmental and voluntary services for people who use psychoactive substances and for the Communities in which we live.
Practicing Principle 4 in the ENPUD Community:
Participation in the ENPUD Community is voluntary.
We support the diversity of national languages and customs, and provide opportunities to speak in one's native language in preparation for the meeting.
We support the development of services for types and modes of psychoactive substance use, based on peer experience and knowledge.
We support the implementation and development of evidence-based programs that are proven to be effective and safe in scientific and legal settings; including the experiences of ENPUD Community members.
In the ENPUD Community, we have shared decision making, and we have the ability and willingness to accept continuous feedback.
Principle 5:
We guarantee that people who use drugs and those with a history of regular drug use have a real voice that influences the creation of programs and policies designed to improve the quality of life and restore the rights of people who use psychoactive substances.
Practicing Principle 5 in the ENPUD Community:
The ENPUD Community is a platform to manifest and develop own voice. We are a platform for practicing meaningful participation and influencing policies and practices, not a “closed club”. A platform that the ENPUD Community moderates becomes a meeting place for different groups. A place where representatives of other Communities, allies and partners meet.
We practice the IDUIT guidelines of the International Network of People who Use Drugs INPUD:
Empowering the Community to Realize Rights and Empowerment.
The ENPUD Community implements a competent democracy approach: The obligation to participate in the development of normative documents, regulations, policies and procedures. Opportunities to make suggestions, to defend own points of view and experience by participating in discussions and debates; experience that helps in advocacy with public services.
The valuable skills of each and every one become the possession of many.
Interchangeability in a cause is a desirable outcome, not a threat to one's usefulness.
We realize the approach of developing thematic Expert Councils; composition: ENPUD Community members take the initiative and take responsibility to achieve results that
will return our lives to a legal fair ground.
Support of rotation and development of competencies of everyone.
Opportunity to develop, make efforts in achieving results; suggesting ideas, trying oneself in different directions. Situational leadership. Whose case - he/she/they are the leaders. Everyone knows the limits of competence: his/her own and others', and takes it into account.
Equality, not seniority/professionality. Any of the Community members can hold positions with different levels of capacity and responsibility under the conditions adopted by the ENPUD General Assembly.
The influence of voice in the ENPUD Community is enforced by a rule - if one of us reasonably says “No”, the document, strategy, action plan, Position, etc. is returned for revision.
We understand the difference between meaningfully participating or getting a nod for personal gain. Meaningful participation is an outcome for the benefit of the Community and accountability for actions on behalf of the Community. Nodding for personal gain is promoting corrupt interests under the guise of “good” for the Community.
We understand the difference between delegation and usurpation of power. Delegation is to create conditions for effective direct participation of the Community with decision makers. Usurpation of power is to use delegation to advance one's name and career, to form personal contacts, limiting the Community's ability to participate in negotiations and access to resources.
We understand the difference between transparency and security. Transparency is the ability to influence the processes of implementation of decisions made by the Board or the General Assembly of ENPUD. Safety - when telling stories, I have the right to talk only about the fact of personal use and never name the people who were around.
We understand the difference between being a Community Representative and belonging to people who use psychoactive substances.
A spokesperson is when I am part of a team, assigned a task and working towards a result that will improve the quality of my life and the lives of hundreds/thousands of people who use psychoactive substances. Belonging is when there is an experience that allows you to understand what is being talked about.
We understand the difference between Monitoring by Community and Monitoring with the use of Community. Monitoring by Community means that we decide what to monitor, when to monitor, why to monitor, and how to use the results; the resources are also in our control. Monitoring using people who use psychoactive substances is when others decide what to do and how to do it; they do not want to be responsible for the results and impact.
Principle 6:
We affirm that people who use psychoactive substances are themselves key agents of influence in the development of harm reduction programs for psychoactive substance use. We aim to enable people who use psychoactive substances to share information and support each other in strategies that are appropriate to the actual conditions of psychoactive substance use.
Practicing Principle 6 in the ENPUD Community:
You see the negative consequences; We know and address the causes.
We don't recommend, We act.
We create conditions for the diversity of the Community's activities: some of us are great at creating shelters, some of us fight in court. Some of us with a video camera for rights and freedoms in the Way; some of us at the computer holding the virtual chaos of the online Community, raising resources to achieve the impossible but necessary.
We who survive repressive drug policies have the skills and abilities to achieve the impossible.
Our case is our leadership.
In partnership, we are honest, responsible, transparent and accountable.
We're uncompromising in our values. We will not be satisfied with the giveaway of “change the amount for half a gram more", for which they will start systematically destroying lives. We're going all the way to giving us back the right to use psychoactive substances responsibly. No victim, no crime. We take independent, organized adults off the illegal market. Freeing up police time to arrest those who sell poison under the guise of psychoactive substances.
Principle 7:
We acknowledge that the realities of poverty, class, racism, social exclusion, past trauma, gender discrimination, and other forms of social inequality affect both people's vulnerability and our ability to effectively manage psychoactive substance-related harm.
Practicing Principle 7 in the ENPUD Community:
In the ENPUD Community/ ENPUD welcomes and supports the work of all Communities vulnerable to rights violations: lesbian, gay, bisexual, pansexual, asexual, transgender and non-binary people. All sexual and gender identities are valued as expressions of the individuality of each, each and every one.
NarcoFeminism is the basis for creating comfortable and safe relationships in the Community of men and women; different genders. We believe that dividing us by sex, gender can weaken the advocacy capacity of the Community. Therefore, we have developed and are implementing systematic gender monitoring to preserve and strengthen equality in access to effective use of information, resources, opportunities and perspectives for all in the Community, in the civil society of our countries.
We in the Community have unified criteria for decent pay for any position - equal conditions for all; this allows us to strengthen the material well-being of ENPUD Community participants.
If one of the ENPUD participants / ENPUD Community who have taken up a task does not contact us for two weeks and does not fulfill his/her obligations; our task is to support the person to come back and continue working.
We try to strengthen social support for each other with labor contracts with paid vacation. Then we have the opportunity to provide paid vacation for recovery. If a person is on a counseling contract, we discuss the number of tasks that he/she has the strength and ability to perform.
People within, who act against the majority view, can be a source of positive change because they are the first ones to see a problem and point it out. They are the key to the development of the Community.
People who have lost the meaning and values of participation and People who have joined the Community team and are diluting values need our attention: we invest time in explaining the need for results; the meaning of ENPUD/ENPUD Community rules and procedures; try to hear and see us through their eyes. If in the end it turns out that we do not agree on values, we simply part ways.
New participants are a source of valuable change, developing the ENPUD Community.
People who are outside the community and get in the way. On the one hand, maybe we are influencing something of value to others. We need to show the benefits of drug policy reform and the democratic processes we are striving for.
People outside the ENPUD Community who interfere with us out of their own free will. It is important to explain that we can see the motivation and cause and effect of their opposition to the Community's actions.
ENPUD community - we feel grateful for each other's contributions and meaningful participation.
Principle 8:
We are not attempting to minimize or ignore the real and tragic harms and dangers that can be associated with psychoactive substance use in a repressive drug policy environment.
Practicing Principle 8 in the ENPUD Community:
We testify that most of the tragic consequences are not because of the substances themselves or the way they are used; but because of the lack of control over the quality and composition of the substances; the promotion of stigma and legal discrimination to make society hate us. The consequence is tragic: we could not, and often now cannot, seek help in time.
Responsibility for ruined lives lies with the leaders of countries that support repressive drug policies. The only people who benefit from repressive drug policies are terrorists and corrupt officials who make super-profits by controlling the psychoactive substances illegal market.
Repressive drug policies use people who use non-alcoholic substances as slaves in incarceration.
We understand the differences between working in countries with human rights protections and authoritarian/totalitarian regimes. We do risk assessments and we take out of the country people who may be witnesses to corruption and the involvement of government officials, including law enforcement officials, in the trafficking of psychoactive substances.
We strive to make sure that everyone, anyone, has a paid advocate to protect the rights of people whose lives police tries to destroy for no other reason than that the person likes the effects of other psychoactive substances rather than alcohol.
The court is a platform for advocacy. We invest resources in keeping us free. As People with active citizenship, we are ready to publicize cases in countries where strategic cases can lead to acquittals by judges.
We are prepared to take risks, recognizing that fighting for our rights, freedoms and gender equality carries the risk of persecution by authoritarian and totalitarian regimes.
We create conditions and invest resources to provide an environment for advocacy while keeping us at liberty.
We affirm that in ENPUD it is unacceptable:
♦Stigma and discrimination regarding lifestyle, sex, gender identity and sexual orientation, choice and mode of psychoactive substance use.
♦We have zero tolerance for all types of violence in the Community, in the family and in external relationships.
♦Sexism is unacceptable.
♦It is unacceptable to use addiction for enrichment, i.e. to live off the trade in illegal psychoactive substances. We advocate for legal psychoactive substance social clubs, with quality control, risk reduction counseling and benefit enhancement, with the cost of psychoactive substances that includes production + taxes.
♦It is unacceptable to use addiction to enrich ourselves by providing personal gain through private substitution treatment rooms. We work to ensure that access to our life-saving medication methadone and buprenorphine is provided at public expense/our tax dollars, among other things.
♦We may share a substance with a person to help relieve withdrawal; however, we never use substances for personal enrichment. Reimbursement is not included in enrichment.
♦It is unacceptable to lobby for commercial interests, personal benefits under the guise of belonging to the Community of People who Use Psychoactive Substances.
Leadership of the Community of People who Use Psychoactive Substances
We are an Organization under the governance of the General Assembly of ENPUD
We invest resources in developing the skills and competencies of ENPUD Community members to affect systemic change to restore us to our rights.
In ENPUD Community - direct meaningful participation with voting rights.
Powers of ENPUD's General Assembly:
✓Deciding who is in the Community team - composition of the General Assembly
✓Define the Strategy and Tactics: what results we are working for,
✓Decide on the purpose of the Community resources,
✓Select the Board, Secretary of the General Assembly; Program Coordinator;
✓Determine reconciliation points for progress toward goals and financial investments - monitoring by the Community;
✓Discuss and adopt all normative documents for ENPUD work: Charter, Policies, Procedures, Position Addresses; Regulations on the Community, on the Board, on the Secretary, on the Program Coordinator, on the Expert Councils, including amendments to existing documents.
The powers of the Secretary of the General Assembly:
✓Organization of General Assemblies, including preparation of minutes of the opening/closing of the General Assembly; communication with the Supervisory Board;
✓Providing a permanent open weekly online
platform to provide access to General Assembly members and 
participants on progress towards achieving results; investing resources; and ensuring participation in the development of ENPUD Community normative documents:
✓Mobilize ENPUD Community members to participate meaningfully in decision-making, including monitoring.
Powers of the ENPUD Board: Control over compliance with the decisions of the General Assembly:
-Organizes, opens and closes General Assemblies by the minutes;
-confirms the targeted investment of the Community's resources: the Board signs grant agreements and memorandums with partners;
-Control over the progress of achieving the results adopted by the General Assembly: The Management Board decides on the composition of the Expert Councils and signs the certificates of completed work of the Executive Service (Program Coordinator, Secretary, financial expert) and ENPUD Expert Communities;
-Powers of the Ethics Committee: if a member fails to comply with these Regulations or other agreed rules; the Board shall inform the General Assembly of the situation, the action taken and put the decision to a vote of the General Assembly.
Powers of the Program Coordinator:
Administrative and financial management of resources based on decisions of the Board and General Assembly; including programmatic and financial reports on progress towards achieving results.
How we act to achieve results is decided by people - the teams of ENPUD's Expert Councils, including ENPUD's Executive Service.
Composition of the Councils - participants of the General Assembly who have the competence, time and motivation to achieve the result.
The Expert Councils are formed according to the topics of the results that the General Assembly has decided to achieve.
What result we are working for Adopted by Vote of the ENPUD General Assembly February 2024
1.Remove punishment with a substitution medicine.
2.The presence of psychoactive substances in the urine should not be a determinant for recognizing drug intoxication.
3.Narcofeminism practiced in ENPUD: In the ENPUD Community, women have equal access to resources and opportunities as men.
4.Resources for the Community under Community Stewardship.
5.Systematically monthly programmatic and financial reports on progress toward achieving the 4 objectives identified above.
The Expert Councils are autonomous to decide what actions to perform in order to achieve the results set by the General Assembly of the Community.
Principles for investing resources for systemic change and development of ENPUD
•Autonomy, not dependence on a source of provision. The targeting of resources is decided by the ENPUD Community General Assembly.
•Direct action, not recommendations. Community time and resources are dedicated to what we believe is important.
•We fight for redress by changing policies and enforcement practices. Focus on Results. Keeping people safe by finding optimal solutions.
•Rules and procedures work, not instructions. We base our work on jointly adopted rules and agreements, not on decisions of the governing body. All substantive issues may first be worked out by expert councils, but the General Meeting decides.
•Since the adoption of this ENPUD Community Regulation, we retain only voting membership/participation. Types of ENPUD Community Support: allies, partners, who want to support us, we will give opportunities for systemic donations to achieve goals; sign our ENPUD Community Position Papers and share ENPUD Community materials on social media with their supportive comments; invite for joint actions as needed.
Rights and freedoms have no borders. We are grateful to our brothers and sisters in the progressive countries of the world for the taxes and donations they contribute to the restoration of the rights of people who use psychoactive substances in the region of Eastern Europe and Central Asia.
We act in the interests of our citizens, we invest resources in protecting rights and freedoms, strengthening economies and empowering civilian monitoring of government and implementers.
Fearing revelations of corruption and torture, national governments have tried to destroy citizen participation in decision-making by creating foreign agent laws.
Distinguishing Civil Society from Foreign Agents: Whose interests we protect.
We cannot be foreign agents as we defend our civil rights and freedoms. We as a Community have the right to attract financial, expert, political and positioning assistance from international partners, allies and donors, both legal entities and private companies, including individual donations.
We are transparent as a Community about the partnerships from whom we take resources to achieve ENPUD Community outcomes from those whose goals, products, and ethics align with our Community mission and goals.
Conflict of interest at ENPUD
Definition of conflict of interest: diverting Community resources for personal gain only.
We have no conflict of interest with our Community. Our goal is to bring as many resources as possible under Community Stewardship to achieve results - to improve quality of life and to recover as people who appreciate psychoactive substances.
Preventing the occurrence of conflicts of interest:
• We do not vote for our own candidacy during elections in the ENPUD Community;
•By delegating our representative to competition committees, we keep our focus: fairness in the allocation of resources between Communities; prioritization of resources for proposals aimed at rapid help and/or systemic change with clear outcomes for people who use psychoactive substances;
•We require delegated representatives to report on their performance; to justify their decisions to the Community.
•ENPUD Community Board - Board meetings where decisions are made under the minutes - open to General Assembly attendees.
•The Board may receive remuneration only from the contributions of members and participants of the Community; to exclude the influence of employees of donor organizations on the Board.
•Until the conditions for receiving contributions from participants and participants in the General Meeting are established, the ENPUD Community provides the Board with life/health insurance or resources to restore health if health insurance is not available in the country.
•Board members may serve on the ENPUD Community Expert Councils. In this case, the result of the work, the evaluation of progress and the authorization of remuneration are decided by other Board members; informing the Community during the weekly open meetings of the General Assembly.
ENPUD Privacy Policy
Confidential information is information the disclosure of which carries negative consequences both individually and to all of us as a Community.
As long as people who use psychoactive substances are criminalized in the region, we cannot talk about the drug use experience, lifestyle, any medical, financial or any other personal information of ENPUD Community members. We tell about ourselves.
Personal Information For a strategic court case or story in an ENPUD Community publication only with the individual's personal authorization, including the support of loved ones who may be affected by disclosure. Authorization must be documented in writing with contacts of the trusted person(s).
Personal responsibility for what you write or say on the record.
We realize that we can't protect ourselves from hacking. Therefore, we forward and save only what we were willing to see in the public space.
- Personal responsibility for practicing the values and principles spelled out in this ENPUD Community regulation. The resources, reputation, and people of the Community must not be used to reinforce repressive corruption schemes.

ENPUD Community feedback on the substance of violations of values, principles, privacy rules:
It is important to realize that we have a responsibility to help each other show commitment issues and help set up proper communication within the ENPUD Community and externally.
In doing so, it is important for us to persist with like-minded people.
Procedure:
✓Record the violation and forward it to the Secretary of the ENPUD General Assembly via the official e-mail address
✓To the Secretary of the General Meeting of the ENPUD Community to organize an online meeting; to receive explanations; to provide support in realizing the mistake; to provide a moral compass to prevent further repetition;
✓minutes of the meeting to the ENPUD Community General Assembly mailing list with the Board's decision: 1) the participant accepted the feedback, it will not happen again; 2) the participant did not accept the feedback from the Community and the Board calls a General Assembly.
✓The General Assembly decides whether to keep or remove the participant from the ENPUD Community Assembly.
Practicing individual accountability for meaningful participation in institutional development and achievement of ENPUD Community outcomes; we:
competently participate in the development and adoption of ENPUD Community regulations.
systematically minimum 50% participation in the weekly online meetings of the General Assembly for the work of the Co-Community and coordination of actions;
are able to provide internet and technical capabilities for 100% participation in General Assemblies of the ENPUD Community; In the absence of force majeure: war, prison, illness, natural disasters, etc. From the side of ENPUD Community we assist in restoring access to the Internet, purchase of devices for work in case of emergency. If the participant or participant is in a city/country with access to power, internet, friends and NGOs nearby - in this case, we consider the refusal to vote for technical reasons as unreasonable.
We confirm our understanding of the importance of media in advocacy and fundraising. Therefore, I confirm that having personal social media and being connected to ENPUD Community groups and page, it is my responsibility to like, comment, repost with a supportive comment.
Understand that my participation/non-participation in the ENPUD Community is documented by the Secretary of the General Assembly.
Support the initiative to look for me if I am out of contact during the week; including the trusted contacts given to the ENPUD Community.
In case a member of the ENPUD Community Assembly continues to work, healthy, and at large, and systematically, without informing about problems, fails to fulfill the assumed obligations of this Regulation for six months, the ENPUD Community Assembly has the right to consider that the person's priorities have changed and he/she should not be waited on to make decisions.
Actions of the Secretary in such a case, if a participant of the General Assembly does not come in contact:
✓the e-mail address is paused in the official ENPUD/ENPUD Community mailing list (according to security rules; informing the participants of the General Assembly);
✓quorum of the ENPUD Community General Meeting loses a vote; the Board's minutes of the Convening General Meeting shall record the reasons for the decrease in quorum;
✓When re-prioritizing active participation in the ENPUD Community, the individual writes to the official ENPUD Community address indicating a willingness to participate in a meaningful way;
✓the e-mail address is returned to the official mailing list of the ENPUD/ENPUD Community, informing the participants of the General Assembly;
✓we return the vote to the quorum of the General Assembly of the ENPUD Community. In the minutes of the Board on Convening the General Assembly, the restoration of the quorum shall be recorded.
Voting Rules of the General Assembly
ENPUD Regulation 2024
1.1. This ENPUD Regulation is deemed to be adopted:
1.1.1.
If a quorum is present - 50%+1 of ENPUD's active voting members participated.
1.1.2.
With the adoption of this ENPUD Community Regulation, only voting members remain on the official mailing list, as supporting participation is abolished.
2. How the transition/voting for ENPUD participants to the General Assembly of the ENPUD Association takes place:
2.1.For current members of the ENPUD Community who, at the time the ENPUD Community Regulations are voted on, are voting members of the General Meeting:
2.2.Fixing the willingness to continue working in the ENPUD Community Assembly team - within 15 working days - completion of the ENPUD Community Provision Questionnaire - by voting members of the ENPUD Community.
2.2.1.The Secretary of the General Assembly sends a personalized written reminder-notice to everyone to complete a questionnaire to confirm their willingness to participate in the ENPUD Community with voting rights.
2.2.2.ENPUD voting participants who have not been able to complete the questionnaire in 15 days: are incarcerated or for health reasons cannot, upon return to freedom or recovery, go through the process according to the rules of the Section: How does the acceptance of new members into the ENPUD General Assembly, of these ENPUD Community Regulations take place.
2.3.The Board shall by Minutes open the General Assembly by attaching to the Minutes the completed voting forms for each voting member of ENPUD.
3. There are three options under each questionnaire:
3.1.Option - for - ready to work together
3.2.Option - against - not ready to work together; the questionnaire is fraudulent and here is the proof. Against’ must be justified.
3.3.Option - do not know the person, we need to meet to get acquainted.
3.4.Can't vote for myself.
4.Quorum - is counted from the number of people who have sent questionnaires to participate with voting rights in the ENPUD Community, who have filled out the questionnaires.
5.The participants of the ENPUD Community General Assembly vote on each candidate, confirming the credibility of the data provided in the questionnaire and the willingness to work together.
5.1.Those who received the support of 100% of the votes of the participants and attendees of the General Assembly are transferred to the General Assembly of the Association “ENPUD/Community ENPUD” with the right to vote;
5.2.Those who have received feedback that there are reasonable confirmations that the questionnaire presented untrustworthy data, or put “abstained”, it is necessary to meet to get acquainted - are invited to a meeting with the Board and the General Assembly for an online meeting with a record: agree or disagree with the feedback, justification of actions.
5.3.Re-run the General Assembly for candidates and nominees whose questionnaire answers are questioned, detailing the explanations/justifications.
5.3.1.Our approach is that it is important to forgive a mistake once, if the person has realized and understands what the mistake was; then there is a chance that it will not happen again.
5.3.2.We agree to hold two consecutive General Assemblies on candidates whose motivation or actions are questionable.
5.3.3.If, after consultations with the candidate, the decision of the second General Assembly is not supported, then there will be a refusal.
6.The decision of the General Meeting shall always be recorded in the Minutes of the ENPUD Community Board.
7.In order to attract observers of the voting process, the ENPUD Board shall form a list of experts whom the Board shall recommend to the commission.
7.1.The Secretary of the General Assembly shall communicate with the candidates proposed by the Board to the Supervisory Commission.
7.2.The composition of the Supervisory Commission shall be renewed: no more than five consecutive participation in the Commission, and it is better to renew the composition; so that more partners and allies of the ENPUD Community understand the transparency and accountability of the Community processes.
8.Voting is open - i.e. the voting record shows who voted how. Transparency implies a willingness to speak openly about one's opinion and to back it up with evidence.
Rules for the admission of new members to the ENPUD General Assembly:
Application process to become a voting member of the ENPUD Community
We invest time and resources in expanding opportunities to engage people who use psychoactive substances across sub-groups and across age and substance types; we share the values and motivation for systemic change and engagement in drug policy reform.
1.personal application of the candidate to the ENPUD official address about the intention to join ENPUD Communities with the completed questionnaire ENPUD Community Regulation.
2.The Secretary of the ENPUD General Assembly Informs the Community about the consultation process with the candidate and
forwards the candidate's questionnaire to the official ENPUD Community mailing list.
2.1.We give ourselves up to ten working days to scrutinize the provided data for feedback from the Community. This is the time to make sure that the data is accurate.
2.2.It is the duty of the Community members to say if a candidate has submitted false data and there is documented evidence of inconsistencies of actions with what the person declares.
3.The Secretary of the ENPUD General Assembly prepares an online meeting of the General Assembly, including the Board, with the candidate.
3.1.The purpose of the meeting: to clarify issues that may have arisen, to help the candidate strengthen his/her position to get 100% support from the ENPUD General Community Assembly.
3.2.Meetings are documented with minutes and forwarded to the official mailing list of voting members of the ENPUD Community.
4.The decision on inclusion in the ENPUD Community is made by the General Assembly of the ENPUD Community. The General Assembly is convened by the Board of the ENPUD Community.
5.Act in accordance with Sections 2.3 through 8.0 of How ENPUD participants transition/vote to the General Assembly based on these ENPUD Community Regulations.

clarified and agreed upon in dialog. It is possible to undermine authority by inaction; we must not remain silent when people from the Community are insulted or humiliated. I reaffirm my willingness to stop talking and try to restore respect for the people and organizations run by the Community.
16.I affirm my and my loved ones' willingness to see me publicly positioned as an activist for the rights and freedoms of responsible psychoactive substance use.

17.7. Actions of the Secretary in the event of my non-participation:
17.7.1.my e-mail address is paused in the official ENPUD mailing list (according to security rules; with informing the participants of the General Meeting);
17.7.2.A quorum of the ENPUD Community General Assembly loses my vote; the Board's minutes of the Convening of the General Assembly shall record the reasons for the decrease in quorum.
17.7.3.When priorities are reestablished to actively participate in ENPUD, I write to the official ENPUD Community address about my willingness to participate meaningfully.
17.7.3.1.my e-mail address is returned to the official ENPUD mailing list to inform the participants of the General Assembly;
17.7.3.2.my vote is returned to the quorum of the ENPUD General Assembly. The minutes of the Board on Convening the General Assembly shall record the restoration of the quorum.
18.I hereby confirm the authorization to publish my answers in the official ENPUD newsletter for the General Assembly to decide on my candidacy.
